The card - lg balloon is a die cut (SU), small balloons are a punch (Martha Stewart).  Drew the lines with a fine marker and added a sentiment and some bling.  Pretty darn easy.

I'm on a roll - hopefully I can finish up the class projects today so I can move on to something else.
